In general, the labeling of cosmetic products distinguishes between mandatory information and voluntary details, such as advertising claims.

Mandatory Labeling

Mandatory labeling for cosmetics includes, among other things:

  • Listing of Ingredients using INCI names / INCI declaration
  • Name or company and address of the responsible person
  • Country of origin for cosmetic products imported into the EU
  • Nominal content
  • Minimum shelf life or period after opening
  • Precautions for use
  • Batch number
  • Intended use of the product

 

Voluntary Information for Cosmetics

Voluntary information for cosmetics may include, for example:

  • Notes about packaging materials
  • Additional information about ingredients (e.g., paraben-free)
  • The statement “free from animal testing”

The requirements for general advertising claims as well as efficacy claims for cosmetics are set out in the EU Cosmetics Regulation (EC) No. 1223/2009 and the Act Against Unfair Competition (UWG). Since July 2013, Regulation (EU) No. 655/2013 has also applied, establishing common criteria for justifying claims related to cosmetic products. This regulation defines basic requirements that must be taken into account when advertising cosmetics.
